Notes:
① Astley Ainslie Draft Local Place Plan (LPP) opened for consultation by CEC Planning Committee on 9 Sep. View the LPP here: https://www.edinburgh.gov.uk/local-development-plan-guidance-1/local-place-plan-register . City Plan 2030 identifies Astley Ainslie as a site for housing-led mixed-use development, subject to respect of its special character. The consultation closes on 11 Nov 2026. Drop-in events 5 Oct at Morningside Library (16.30-19.00) and 24 Oct at Newington Library (10.30-13.30). (18/9)
② Scot Gov publishes (21 Sep) Proposal for Reform of Local Governance. Six to ten regional authorities focusing on strategic decision-making, with 120 – 160 community authorities focused on strengthened local decision-making, managing local needs. (Democracy Matters community engagement shows a real appetite for this.) Ward Councillors to sit on both authorities. Scot Gov pushing a tight timeline on this. More to follow. https://www.gov.scot/publications/public-sector-reform-proposal/?utm_source=gemini
③ Public consultation, prior to Planning Application, on proposed Purpose-Built Student Accommodation at 33-41 Ratcliffe Terrace, Edinburgh. Open event on 1 Oct at Newington Trinity Parish Church, 18 West Mayfield, EH10 1TQ, 16.00 to 19.00. See this flyer: PBSA 33-41 Ratcliffe Terrace Sep 26

Submit comments, by 13 Oct, via that link or by emailing to mailto:consultation@scotthobbsplanning.com, with the subject line ‘Ratcliffe Terrace’.
(Planning Application 25/02258/FUL 33-41 Ratcliffe Terrace was refused on 3 Oct 2025 and appeal dismissed.
(22/9)
④ The Council’s initial proposals envisaged footway re-landscaping, street trees and roadway resurfacing in both streets. Strong local resistance to street trees along Priestfield Road has stripped it of project status. The case for priority resurfacing there as a priority within the current Road Asset budget is having to be reconsidered. The Prestonfield Road part of the project retains its priority and we are told it is likely to be revisited early in 2027. (25/9)
⑤ Proposal of Application Notice in respect of the site at Summerhall, on behalf of AMA (New Town) Limited, covering mixed use development to include arts centre, community spaces, commercial leisure, hotel / visitor accommodation and mixed residential accommodation. Public viewing on proposals on 7 Oct 2026 at 3pm, at Summerhall. Promotional website: https://www.summerhallconsultation.co.uk/ Queries to mailto:info@summerhallconsultation.co.uk
Southside CC response under consideration. Southside proposal on collaborative local CC response. (8/10)
⑥ University of Edinburgh, Peffermill
In response to a query by Ian Murray MP, the University advises there are no immediate plans to begin a new planning application process to enhance sporting infrastructure and provide student accommodation.
(28/9)
⑦ Scottish Widows Site, 15 Dalkeith Road
The Office of Ian Murray MP reports, from a site meeting, the following outline details: Build to Rent flats; gyms and co-working spaces; 385 room branded hotel approved; hexagonal facades retained and replicated; provision of a new sub-station. (28/9)
⑧ 6 Craigmillar Park. See Sep 2026 Agenda. Planning Application 26/03538/FUL: Erect new detached (double) garage (in retrospect). Follows an enforcement notice (26/00471/EOPDEV). Deadline for comments 23 Oct 2026. No action. (8/10)
⑨ Officer R Lumsden, Edinburgh South East advises no advance on convening a SE Police Forum. Resource constraints mean no monthly police reports for CCs. Make contact on specific issues. (4/10)
⑩ See the Scottish Power Energy Networks (SPEN) online Community Winter Preparedness Webinars (1 hour) on 22 October 2026, at 13.00 and 18.30. Directed at local community groups; showcasing community resilience and practical preparedness measures; front-running the forthcoming national resilience campaign; promoting the Priority Services Register.

Note also the UK Government intends to launch a national resilience campaign in Q4, aimed at preparing households for emergencies and improving understanding of state-based threats.
Look out for more on this.
⑪ SG has drafted a proposed statement to Ward Councillors on the deepening problem of street weeds and their control. Coincidentally, CEC Neighbourhood Environmental Services has opened a survey of CCs as part of a policy review of waste management services. This survey closes on 30 November. Weed Control Policy is one part of the survey. GPCC will respond to the questionnaire. Any parallel statement to Ward Councillors should reflect that GPCC response.
SG draft statement (12 Oct) accompanies this Agenda.
